Questioning why no action was taken against senior officials in the multi-crore stamp scam in Ghaziabad Development Authority (GDA), the Allahabad High Court today directed the UP chief secretary to providenames of all those involved to the investigating officerwithin three weeks.
A bench of justices Arun Tandon and Rajeev Joshilamented that only two clerks of the GDA were suspended after lodging of an FIR in the stamp scam and senior officers "were not at all touched, though this crime cannot be committed without involvement of the senior officers".
Hearing a Public Interest Litigation (PIL) filed by Rajendra Tyagi of Ghaziabad, the court directed that the investigation in this case may be carried out by a circle officerin the supervision of Senior Superintendent of Police, Ghaziabad.
Itdirected the UP chief secretary to providenames of those involved in stamp scam of GDAto the investigating officerwithin three weeks and submit an action taken report in the court byJanuary 23, 2018, the next date of hearing.
In the petition, it was alleged that plots in posh areas were allotted to a few people in the garb of restoration of plots by the GDA.
According to petitioner, the allotments were done in contravention of provisions and stamp duty was paid at lower rates which caused financial loss to the Authority as well as to the state exchequer.
A five-member committee under the chairmanship of divisional commissioner, Moradabad hadsubmitted a report related to the alleged stamp scam following a court order.
The committee recommended taking action against the officials involved in the scam.
It was alleged in the petition that senior officers were involved in this stamp scam but their names were not being disclosed.
