Justice Sonia Gokani passed the order.
In 1996, a lady lawyer had filed a complaint against Mathur alleging that Mathur, who was the then Inspector General of Police, Intelligence, visited the complainant's house where he brandished his service revolver and molested her.
The woman told her senior about the incident, who took her to Justice K G Vaidya of the High Court.
Justice Vaidya, in December 1996, instructed the police to register a case against Mathur for attempt to murder, sexual harassment and threatening a woman. Accordingly, Amraiwadi police station here registered a case.
The police, after the probe, gave a clean chit to Mathur and filed a closure report, following which the victim moved the Gujarat High Court.
The victim's lawyer, advocate Virat Popat, argued that a court had issued the process in the case in 2002 and therefore the police could not close it.
