Haryana govt prepares framework for RLAs

The Haryana Government has prepared a framework for implementation of Standard Operating Procedures (SOPs) at the Registration and Licensing Authorities (RLAs) in the State.
Stating this here today, a spokesman for the Transport Department said the framework would ensure effective implementation of SOPs for issuing new or duplicate driving licences, their renewal, endorsement of new class in driving license.
It will a;so improve the process of issuing registration certificate for a new motor vehicle, duplicate registration certificate, NoC registration of vehicles from another state and transfer of ownership, he said.
He said information on processes, documents and fee would be made available on the Transport Department's website.

Also, a list of jurisdiction of Regional Transport Authorities (RTAs) and RLAs would be made available to all vehicle dealers and agencies and uploaded on the Transport Department's website.
He said the District Administration websites would be linked to that of Transport Department, to ensure that standardised information is provided across the state.

The spokesman said facilitation desks would be set up in all e-disha kendras for RLA services.
He said the applicants would also be able to retrieve and print online documents like DDR Copy, traffic challan and National Crime Records Bureau (NCRB) report, at the facilitation desk for a nominal fee to be decided by the District Administration.

He said applications for RLA services would be accepted at e-disha kendras on all working days.
He said e-disha kendra counters would be installed with dual screens to allow applicants to scrutinize and confirm the information in their applications.
The RLAs would be responsible for driving tests and it would be video-graphed, the cost of which would be borne by District Information Technology Society (DITS).
He said all documents would be delivered by the postal department through window envelops to the address printed on the document.
