HC directs govt to file log entries of reservoir in 3 weeks

The Madras High Court has directed the Tamil Nadu government to file log entries relating to the water-level of Chembarambakkam Reservoir during the period November 29 to December 2, 2015 within three weeks.
The matter relates to a PIL filed by industrialist Rajiv Rai before the First Bench of Chief Justice Sanjay Kishan Kaul and Justice MM Suundresh, in which he soughta probe by a high-powered committee headed by a former judge of the Supreme Court or the high court into the factors that resulted in the flooding of Chennai.
The PIL had alleged that state government officials were responsible for the delayed and unannounced release of a large quantity of water from Chembarambakkam reservoir that led to loss of 280 lives.
The bench directed the state government to produce the compendium of flood rules of Anaicut and Reservoirs before the court within a week.
Directing the government to file an affidavit in this regard along with minutes and produce it for perusal of the court, the bench posted the matter for further hearing to April 13.
Counsel for the petitioner submitted that "apparently there has been no practical compliance of the National Disaster Management Act, National Disaster Management Guidelines on Preparation of State Disaster Management Plans and the National Disaster Management Act Guidelines on Flood.
