HC grants bail to fugitive US citizen

The Delhi High Court has granted bail to a US citizen, wanted in Indonesia for allegedly causing death of a person due to medical negligence last year.
Justice Indermeet Kaur released 56-year-old Randall John Cafferty on bail but directed him not to leave Delhi and appear before the trial court here for extradition proceedings.
"Cafferty be admitted to bail on his furnishing a personal bond in the sum of Rs 10,000 with one surety of like amount to the satisfaction of the additional chief metropolitan magistrate (ACMM), Patiala House Courts," the high court said.
Cafferty was arrested from Bengaluru Airport on September 29 last year following a Red Corner Notice.
The accused is facing extradition proceedings in the court here on the request of the Ministry of External Affairs (MEA).
Advocate Ajay Verma, appearing for Cafferty, submitted that the accused has already undergone incarceration of about five months. There is no possibility of him absconding as his passport is lying with the trial court, he contended.
The MEA's counsel had earlier told the trial court that Indonesia has sent a request for his provisional arrest as he was wanted there to face trial.
Cafferty was accused of committing various offences in Indonesia, including practising as a health worker without having an appropriate licence and medical negligence which resulted in death of a patient. Indian and Indonesia have an Extradition Treaty in place since 2011.
