A bench of justices Sanju Panda and Sujit Narayan Prasad imposed the fine on the chief secretary expressing displeasure over the government's failure in complying with the court's orders.
The court imposed the fine while adjudicating a review petition filed by the government, which had challenged a State Administrative Tribunal's order pertaining to the Odisha Civil Service (OCS) examinations of 1987.
The Odisha government had approached the court in 2015. While adjudicating thge plea, the high court had directed the government to file an affidavit.
