Justice K Ravichandra Babu ordered notice to the officials, including Principal secretary of the Health and Family welfare department.
The petitioners, including one T Thirumurugan from this city, contended that they had been working on a contract basis since 2008 at a salary of Rs 4,000 a month. Though there was a proposal to absorb them in 2009 in regular vacancies, it was not implemented.
But the officials refused to consider appointing the man on the ground he had not been appointed following the rules governed for the post. Rejection of his application had been done without application of mind, they contended.
The petitioners said officials were now trying to fill the regular vacancies on a temporary basis by recruiting persons, instead of appointing them. They were also trying to transfer sanitary workers for the post of drivers. Hence they filed the petition.
