Petitioner's counsel Ashok Choudhary argued Rajasthan Public Service Commission (RPSC) has started recruitment for 289 posts of RAS and 817 posts for allied services through a notification on February 6, 2012 with a condition that any alteration in the number of seats would be made only before the preliminary examination.
"But in contravention of this clause, the RPSC increased the number of posts to 360 for RAS and 851 for allied services and that too after the main examination," argued Choudhary claiming that it was done in order to extend favour to some applicants.
"Also the raw marks of the candidates have not been declared," said Choduhary.
Hearing the arguments, Justice G K Vyas ordered an interim stay on the recruitment process and sought reply till February 25 from the RPSC through notices on why the number of seats increased after main examination, how the mark sheets were issued on the basis of the scaling method without disclosing the raw marks, what formulae was adopted for scaling and why the scaling system adopted despite the stand of the state government against it.
