A division bench, comprising Justice Arun Tandon and Justice Sunita Agarwal, passed the order on Friday while hearing a Public Interest Litigation filed by one Jitendra Kumar Goel who has alleged that Raman has been holding the three posts for nearly three years.
The court expressed dissatisfaction over the fact that three important posts were held by one bureaucrat for a long period and directed the Chief Secretary to take a decision to within two weeks on transfer of Raman to some other post.
The court also rejected the respondent's contention that the PIL was not maintainable and pointed out that the state government had "failed to follow its own policy" that an officer should not continue on the same post for a long period of time.
The court also fixed July 20 as the next date of hearing in the matter.
