HC pulls up Delhi govt over unsatisfactory implementation of

Delhi High Court today pulled up the city government for not taking concrete steps to implement its orders regarding setting aside of seats by schools in nursery class for children with special needs (CWSN) and merely issuing circulars after "considerable delay".
The court also directed the Directorate of Education (DoE) to "issue a circular or public notice" calling for application/information from parents of CWSN to ensure the education needs of their wards for the academic year 2014-15 are taken care of.
A bench headed by Justice S Ravindra Bhat said it was "unsatisfied" with the manner in which DoE was implementing the orders and the judgement of the court regarding admission of CWSN in the current academic year.
It directed the DoE to file a comprehensive affidavit indicating the name of schools as well as students of CWSN category admitted in entry level for academic year 2014-15.
It also asked the department to state on affidavit what steps it has taken to implement the directions given by the high court in a PIL, highlighting deficiency of requisite teaching aids for CWSN and non-availability of special educators in the unaided and aided private schools of Delhi.
In that matter the court had directed all the recognised aided and unaided private schools in Delhi to appoint Special Educators and to make their buildings/school premises barrier free so as to provide free movement/access to children with disabilities.
It had also directed the DoE to ensure compliance of its directions and to take action for de-recognition against the erring schools.
The bench today observed that its directions in the 2012 judgement do not seem to be complied with as several of the schools had informed the court that they do not have the infrastructure to handle CWSN.
