A bench of Chief Justice G Rohini and Justice Sangita Dhingra Sehgal sought responses of QCI and Department of Industrial Policy and Promotion (DIPP) within four weeks on the plea which claimed that QCI Secretary General was appointed in "violation of the recruitment notice" and his tenure had ended on September 28 last year.
"Prima facie, we are satisfied with what the petitioner has said in the petition. You (QCI and DIPP) file your reply," the court said and fixed the matter for hearing on April 28.
"He was appointed as SG of QCI, violating norms prescribed in recruitment notice, which indicated that selection will be carried by the direct selection. He was working at IGNOU and he was selected for the post of SG not as direct recruitment," petitioner's counsel Amrendra Kumar Dubey told the court.
The society also stated the DIPP, Ministry of Commerce and Industry which is the nodal ministry for QCI has ordered that Singh ceases to be SG of QCI since September 28, 2016.
It also sought to review all decisions of QCI and its GS since September 29 last year and take over the control till a "suitable incumbent for the post of Secretary General QCI is appointed".
