HC stays status quo order on IPS officer Jangid's promotion

The Madras High Court today stayed an order of a single judge, who granted status quo on a Tamil Nadu government order relating to the promotion of IPS officer SR Jangid as DGP.
A division bench of Justices Huluvadi G Ramesh and G Jayachandran stayed until further orders, the single judge order of status quo, on a writ appeal filed by Jangid.
The bench also issued notice to the Tamil Nadu government and Centre returnable by 4 weeks.
When the matter came up, the counsel for Jangid submitted that the person who came to the court challenging the promotion of Jangid is a third party, who is an accused in a CBI case and other two cases.

The petitioner has no locus standi to challenge the promotion given to an officer, he contended.
All cases registered against her were done by the jurisdictional inspector of police and Jangid is in no way connected to them as alleged by the woman, he said.

Stating that it was a service matter pertaining to All India Service Officers, the counsel claimed that the Central Administrative Tribunal alone has jurisdiction over the case.
The counsel also sought a stay on the orders of the single judge.
On July 31, Justice S M Subramaniam had ordered status quo on a July 20 order of the state government on a petition by one Vidya, who alleged that the IPS officer had protected a man whom she claimed had cheated her of Rs 25 lakh in a real estate deal.
