The division bench comprising Acting Chief Justice Mansoor Ahmad Mir and Justice Kuldip Singh was hearing a petition filed by the HPCA against the government's October 26, 2013, decision to cancel the lease granted to it, and the takeover of its properties across the state.

The HPCA had then sought amendment of its petition to implead the Chief Minister and others, including officials SP, Kangra, Balbir Singh Thakur, DGP, Sanjay Kumar, and District Magistrate (Kangra), C Paulrasu as respondents in the case.
