HRCP asks security forces to share details of Baloch operation

Amid reports of civilian casualties in counter-insurgency operations in Balochistan province, Pakistan's human rights body has asked the security agencies to share details of their operations in the restive region.
The Human Rights Commission of Pakistan (HRCP) asked the security agencies to share details of their operation in Kalat district of Balochistan where reports of civilian casualties are emerging.
"HRCP has noted with concern reports of an operation launched by the Frontier Corps in Johan area of Kalat, where civilian casualties have allegedly occurred," the commission said.
"A spokesperson for the security forces has claimed that 20 militants have been killed in an operation against terrorists. It is not clear if there are any casualties among the security forces," it said.

"However, some reports HRCP has received suggest that shopkeepers and some farmers have also been killed. It has been difficult to verify these reports because the area has been cordoned off," it added.
"It is vital that these disturbing reports are investigated without delay and details shared with the media and people. In particular, details such as the objective of the operation and the individuals and groups being targeted need to be made public," the commission said.

"It is also important that the names, number and whereabouts of any individuals detained should be made public and due process ensured," it added.

"The security forces should also explain what measures have been taken to ensure that innocent civilians do not get caught up in the violence," the commission said.
The Balochistan province, rich in natural resources and gas has been hit by a spate of separatist and sectarian violence in recent years while militants of banned outfits have also carried out attacks on security forces and installations.
