"Acting on a tip-off, the police stopped the mini-bus on Silchar-Imphal National Highway-37 at Shibtila in Lakhipur police station and seized the explosives from a woman and two men," Sub-Divisional Police Officer Anjan Pandit told PTI.
The seized explosives include 20 detonators, 35 gelatin sticks and an Improvised Explosive Devise (IED), Pandit said.
The three persons and the bus driver were taken into custody, he said, adding investigations were on to ascertain where the explosives were being taken to and by which militant outfit.
