The Minister also announced the release of second instalment of Rs 207 crore for Assam's State Disaster Response Force (SDRF).
"In a day or two, an inter-ministerial team will be visiting the flood-affected areas, mainly lower Assam. They will assess the damages and suggest measures," Singh said.
He said the Centre would assist in every possible way to help the state cope with the situation.
He, however, did not clarify on Assam Chief Minister Tarun Gogoi's allegation that the Centre has not released the full amount announced during last year's floods.
"I have requested the Chief Secretary (of Assam) to prepare a memorandum and send it to us as soon as possible," Singh said.
The Minister was in the state to visit flood-affected areas, mostly in lower Assam.
