The film will be directed by "L A Confidential" scribe Brian Helgeland, who has also penned the script, according to The Hollywood Reporter.
The story follows two brothers who strike a dangerous deal with a crime syndicate that draws them into the Boston underworld.
Gyllenhaal will also produce the project along with Riva Marker, via their banner Nine Stories.
Gary Foster, Russ Krasnoff, Dan Friedkin and Bradley Thomas are also attached to the project as producers.
