A 15-year-old worker of Kangleipak Communist Party (Noyon Group) was arrested from Sagoltongba area in Imphal West district.
He was accused of extortion and delivering cash to his commander based in Moreh.
A self-styled sergeant of the banned United National Liberation Front (UNLF) was apprehended from Thoubal Wangmataba area in Thoubal district, police said.
Police also took into custody four persons, who allegedly worked as overground activist of a militant group from the Indo-Myanmar border town of Moreh.
