Lahiri, who has a Top-3 finish in 2016-17 season with a third spot in CIMB Classic in Malaysia, had four birdies against one bogey in his round.
Playing at the Nicklaus course, one of the three being used for the tournament this week, Lahiri had just one birdie in his first 12 holes, but he had no bogeys either.
Starting on the tenth he had a birdie on 14th and his next birdie came on par-5 fourth hole, which was his 13th hole.
Rookie Dominic Bozzelli shot a 64 on the Stadium Course at PGA WEST, which is said to be the most difficult of the three courses to top the leaderboard.
The standout shot was when he holed out from 115 yards for eagle on the par-4 14th.
Jhonattan Vegas, the 2011 champion, was one behind at 65 along with Harold Varner III, Hudson Swafford and Patton Kizzire.
Vegas and Kizzire played PGA WEST's Jack Nicklaus Tournament Course, and Varner and Swafford opened at La Quinta.
Meanwhile, the 46-year-old Phil Mickelson, coming back after two hernia surgeries shot four-under 68, despite a poor opening shot, that saw him a provisional ball.
He scrambled for par and went on to card 68, which was fourbehind the leader.
Defending champion Jason Dufner shot a 70 at La Quinta.
