The accident occurred this afternoon when the truck carrying the labourers was on its way to Nagrasu Grurdwara in Rudraprayag district, Tehri SSP N S Napalchyal said.
The two labourers killed have been identified as Kanhai Kumar and Dipak, both hailing from Bihar. Both of them were 18-years-old, he said.
The brakes of the vehicle apparently failed causing the accident, the SSP said.
