The probe agency has not mentioned the name of former urban development and housing (UDH) Minister Shanti Dhariwal, who was interrogated in connection with the case, in the 2200-odd pages charge-sheet.
Shailendra Garg, proprietor of a construction company, was also named in the charge-sheet.
The bureau had booked retired IAS officer GS Sandhu, senior RAS officer Diwakar, who was posted as chief executive officer in Basnwara Zila Parishad, last month the alleged illegal land allotment case.
Investigation against Sandhu is pending, according to an ACB official.
The charge-sheet was submitted in an Anti Corruption Bureau court of Prabhulal Ameta yesterday.
Society deed of a land was transferred to a builder in connivance with JDA officials against norms in 2011.
The construction firm was allotted the single deed in 2011 during the former Congress government rule.
