The accident took place around 10.30 PM last night in the Judge Colony of Vaishali Sector 9 when Raj Vashney was out on walk with her dog.
According to police, the boy, who is the son of a of a Supreme Court lawyer, has been booked.
"The accident occurred when the boy was learning to drive a car. He suddenly lost control of the vehicle and hit Raj Vashney," Deputy Superintendent of Police (DSP) Ran Vijay Singh said.
According to an eyewitness, the speeding car dragged the woman for few meters which led to her instant death.
After hitting the woman, the accused minor driver fled the spot.
"Police have booked the boy under appropriate section. He and his family members, including his lawyer father, are on the run ever since the accident took place," the DSP said.
