"The accused used visit their house regularly and he was known to them. He has been arrested," West Bengal Minister for Women and Child Development Shashi Panja said today.
She said in their complaint to the police the family has not mentioned that it was a case of rape.
"Investigation is going on now and the truth will come out," Panja said.
The father who lives in Pukuria had filed a complaint against Rintu Sheikh on November 8 following the indecent proposals made to his 25-year-old widowed daughter, which she had spurned.
The attacker had been absconding after the incident.
The woman's father was admitted to Malda Medical College and Hospital and the injuries inflicted on his eyes were serious, hospital authorities said.
