The rights panel, in a statement, said, "The National Human Rights Commission (NHRC) has taken cognisance of the incident of the murder of a man in custody at police station, Ambedkar Nagar, New Delhi on August 22."
"It has asked its DIG (Investigation) to collect requisite reports from the authorities, examine them and submit a report within eight weeks," the commission said.
According to the police, earlier this week, Vishal (22) had asked Anil to treat him with liquor since it was the birthday of the latter's child.
Once inside the investigating officer's room in the police station, the duo again started quarrelling. The police personnel intervened but in the melee Vishal assaulted Anil with a file clip, who subsequently succumbed to injuries at a hospital.
"An injured Anil was taken by an auto-rickshaw to the AIIMS Trauma Centre where the doctor on duty declared him brought dead. Vishal was arrested and subsequently a case was registered," the NHRC said in a statement.
"Reportedly, the SHO has been sent to district lines while one sub-inspector and a constable have been placed under suspension," the commission said.
