Manipur parties ask to quickly implement IPL system

Students' wing of an organisation here today appealed to all political parties in Manipur to join hands for immediate implementation of the inner line permit (ILP) system in the state.
Moirangthem Angamba, convener of the students' wing of the Joint Committee on ILP system (JCILPS), said the ILP system should be implemented in Manipur immediately in view of the increasing number of people coming to Manipur from outside.
"We are not against any non-Manipuri but our aim is to protect and save the indigenous communities of Manipur," Angamba said.
Various social organisations in the state claim that the number of people coming to Manipur from other states outnumber the total tribal population in the state.
Angamba demanded that all the 60 MLAs of the Assembly including Chief Minister O. Ibobi Singh declare their stand on the ILP issue.
The students' wing of the JCILPS was formed by representatives of more than six students' bodies, including All Manipur Students' Union.
The Manipur Assembly on June 13 unanimously resolved to urge the Centre to extend the Bengal Eastern Frontier Regulation (BEFR), 1873, or inner line permit (ILP) system in the state by amending the Constitution.
The JCILPS and the state BJP, however, were of the opinion that a legislation adopted in the state Assembly as per provisions of the Constitution was enough to implement the ILP in the state and it had been done in the neighbouring states of Mizoram and Nagaland.
Various social organisations have been campaigning to in various parts of Manipur to implement the ILP system in the state.
