Secretary in the Department of Industrial Policy and Promotion (DIPP) Amitabh Kant said government would give special attention on manufacturing sector to create jobs.
"We have to create 33,000 jobs a day and that is a challenge ... India has to grow at 9-10 per cent for decades and that is a challenge and unless that happens it will be difficult to create jobs and that growth will come only through manufacturing," Kant said here at a Ficci function.
"You cannot have growth without jobs...Manufacturing is critical for India and if manufacturing has to grow then India needs to change its mindset," he added.
In the last eight months, government has announced several measures to improve ease of doing business in India.
State governments should also have to work to remove bottlenecks by eliminating paperwork, he said, adding "India is now one of the most liberal economies of the world".
Further, the secretary said that India needs thousands of young innovators and entrepreneurs.
Manufacturing output, which constitutes over 75 per cent to the IIP, grew by 3 per cent in November, compared to a dip of 2.6 per cent in the same month a year ago.
For April to November, the sector saw an output growth of 1.1 per cent, compared to a contraction 0.4 per cent in the year-ago period.
