The functioning of the Mizoram Assembly may become paperless through the National E-Vidhan Application (NeVA) within this year, a senior central government official said here on Tuesday.
Paperless Assembly or e-Assembly is a concept involving electronic means to facilitate all the works of the legislature. It is being done under the supervision of the Ministry of Parliamentary Affairs.
The ministry's NeVA Coordinator Arpit Tyagi said the expenses for implementing NeVA would be funded by the Centre and the state government on 90:10 sharing basis.
Digitisation would reduce the use of huge quantity of paper and help in transparency of the proceedings of the legislature, Tyagi said.
The NeVA "addresses day to day functioning of a House covering list of businesses, notices, bulletins, starred or unstarred questions and replies by the departments, proceedings, etc," he told reporters in the assembly secretariat here.
It enables automation of entire law making process, tracking of decisions and documents, sharing of information, the official said.
Accredited journalists would also be able to access the portal through mobile application, he said.
NeVA aims to bring all the legislatures of the country together, in one platform, thereby creating a massive data depository, Minister of State for Parliamentary Affairs Arjun Ram Meghwal had informed the Lok Sabha on December 18 last year.
