Nearly 17 lakh NHRC cases in last 24 years: rights panel

The NHRC has registered nearly 17 lakh cases from its inception till September end this year, with Uttar Pradesh recording the maximum of 39,087 cases in the last one year, the rights panel said today.
The National Human Rights Commission which will mark its 25th foundation day tomorrow, also said it has registered 84,527 complaints, which included 77 cases registered suo motu, mainly on the basis of media reports, between October 2016 and September 2017.
The NHRC has registered 16,99,206 cases since its inception till September 30, 2017. During the last year, from October 2016 to September 2017, the Commission has registered 84,527 complaints, which included 1899 on the basis of intimation from police and prison authorities about the deaths in custody and encounters, it said.

As many as 179 cases were registered on encounter by police, out of which 149 were based on the intimation received from the police as per the standing guidelines of the Commission.
"Chhattisgarh with 60 cases, topped the list, followed by Assam (20), Uttar Pradesh (18), Odisha (10), Meghalaya (9), Jharkhand (6), Maharashtra (7), Andhra Pradesh (3), Kerala (1), Madhya Pradesh (2)," the NHRC added.
A total of 191 cases were registered on deaths in police custody, out of which, 145 were based on intimation from the police authorities, the Commission said in a statement.

As many as 1,606 cases were registered deaths in judicial custody (prisons), out of which, 1529 were based on the intimation from the prison authorities.

"Uttar Pradesh with 380 cases of deaths in judicial custody tops the list, followed by Maharashtra (129), Punjab (125), West Bengal (125), Madhya Pradesh (115), Bihar (112), Rajasthan (79), Tamil Nadu (65), Odisha (60) and Jharkhand (58)," the statement said.
The Commission said it has disposed 93,728 cases, which include, those registered during the previous years also.
The NHRC was established on October 12, 1993 under the Protection of the Human Rights (PHR) Act, 1993. A special function is scheduled to held here to mark the occasion where Chief Justice of India, Justice Dipak Misra will be the chief guest.

During the last year, the top ten states from where large number of cases were registered, included Uttar Pradesh (39,087), Odisha (7,923), Delhi (5,836), Bihar (3,452), Haryana (3,056), Tamil Nadu (2,982), Rajasthan (2,960), Madhya Pradesh (2,652), Maharashtra (2,312) and West Bengal (1,666).
The Commission consists of a chairperson and four Members, who are appointed under a Presidential Warrant.
Presently, former chief justice of India, (retd) H L Dattu is the chairperson, and justice P C Ghose, justice D Murugesan, S C Sinha and Jyotika Kalra, are members of the Commission.
