Need to create environment where people can speak freely:Seth

The chief of government head-hunter PESB Ajit Seth today said it is important to have right people at the right place and emphasised on creating an environment where they can freely present their views.
Addressing a function here, he said that it is people that come first and strategy comes next, thus, it is important to have the right people at the right place. "Investing in people is important to make the organisation agile," the former Cabinet Secretary said.
Seth, Chairman of Public Enterprises Selection Board (PESB), also emphasised on the importance of inculcating self confidence in the people and creating an environment where people can freely present their views, according to a press release issued by Confederation of Indian Industry, organiser of the event.
His comments assume significance as Coal Secretary Anil Swarup has recently said that five institutions or "5Cs"-- CBI, CVC, CAG, CIC and the Courts--create an "inhibiting environment" that impacts "quick and effective decision making".
Another senior official in the government said rapid changes in the work environment in today's globalised world will require changes in the mindset.
These rapid changes driven by fast changing technology are enforcing the need for more training programmes on a continuous basis and up-gradation of skills for keeping people attuned with the rapidly changing times, said Sanjay Kothari, Secretary in Department of Personnel and Training (DoPT).
Citing the example of Amazon which has been rated as one of the best organisations in the world as it provides continuous training, he stressed on the need for such training and induction programmes within organisations in a continuous and novel formats to motivate both people as organisations evolve.
The continuous change will also require change in mindset, said Kothari, during the inaugural session of the summit on 'Evolving Organization; Evolving People Management'.
"Today, despite the challenging global economic scenario India has registered 7.1 per cent growth and is being acknowledged as the country of future," he said.
Going forward, to reap higher dividends from this emerging growth story it is important to change the mindset, he was quoted as having said in the press release.
