At least nine cows allegedly died at a government-run shelter from severe cold and starvation in the Attara area of the district.
The cattle at Kanha Pashu Ashram Kendra, run by the local civic body, were old and died in the past two days, Attara SDM Saurabh Shukla said.
The SDM said on inspection, the shelter was found dirty after which two employees were suspended in this connection.
A veterinarian who attended to the cattle said most cows died due to severe cold and starvation.
He said the shelter did not have a proper tin shade to save them from cold and they were buried without a post-mortem.
An employee at the shelter said there were 400 head of cattle at the shelter but there was no proper arrangement for fodder and staff to look after them.
