Director Francis Lawrence said it "would have been catastrophic" to create a fake imagery of the Oscar-winning actor, famous for his brilliant performances.
Hoffman had two scenes with dialogue left to shoot for the two-part films, reported Huffington Post.
"He had two scenes with dialogue that were left and we decided we didn't want to try any digital trickery with him, so we rewrote his scenes and gave the dialogue to other actors," Lawrence said.
"I just think to try to fake a Philip Seymour Hoffman performance would have been catastrophic and I would never want to do that."
The film releases in US theaters on November 21.
Hoffman played the role of Plutarch Heavensbee, the Capitol's former game master who joins one of the rebels in 'Mockingjay'.
In a similar case of an actor dying while filming, 'Furious 7' makers brought Paul Walker's brothers to complete certain scenes after the actor died tragically in a car crash.
