The Panchayati Raj Department will organise the event, said the state's School and Mass Education Minister Badri Narayan Patra.
District collectors have been asked to make necessary arrangements at the block and panchayat level for the programme, the minister said.
The 45-minute televised speech will be aired on Doordarshan from 11.15 am to 12 noon on November 14. Patnaik will address more than 6,60,000 students from around 62,000 schools across the state.
The School and Mass Education Department will also organise school and state-level competitions for the students on the occasion.
