BJD member from the Upper House Kalpataru Das had died on July 25 following which the seat fell vacant.
As per the schedule, while the notification would be issued on November 26, December 3 would be the last date for filing nominations.
The polling as well as the counting of votes will be held on December 14.
Odisha has 10 Rajya Sabha seats. Following the demise of Das, the BJD -- ruling party in the state -- has six members in the Upper House. While there are two Independents, Congress has one Rajya Sabha member from the state.
