"As per a Tracer Study conducted during 2012 under the World Bank assisted Vocational Training Improvement Project (VTIP), it has been pointed out that in first year training programme conducted by the board based training module, the pass-out rate has decreased over the years.
"It is mainly because of shortage of trained instructors," Union Labour and Employment Minister Narendra Singh Tomar told Lok Sabha in written reply to a question whether quality of education imparted in ITIs continues to deteriorate.
He said upgrading of 1,396 government ITIs through Public Private Partnership (PPP) has also been done. A total of 1,227 government ITIs have been covered under the scheme and the release of funds has come to an end in March 2012. However 'Key Performance Indicators' are monitored as agreed in the Institute Development Plans (IDPs) for ITIs.
Elaborating about measures taken by the government to improve quality of training in ITIs, he said that revamped curricula has been developed in consultation with industry and implemented from August 2014.
Semester system in ITIs, re-affiliation of all ITIs after every five years, increase in the capacity of training of trainers institutions, training of principals of government ITIs and other measures have been taken to improve quality of ITIs, he said.
