PIL for centralised system for admissions, jobs: HC refrains

The Delhi High Court has refrained from passing an order on a PIL for a centralised system to notify and apply in colleges and government jobs so that the application process is accessible to all aspirants.
A bench of Acting Chief Justice Gita Mittal and Justice Anu Malhotra said that the issue raised in the petition are in the "realm of policy making and it is the government and other agencies who are best placed to examine it and take a view".
"Even otherwise, the matter complained of and the prayers made are in the nature of policy decision making which are beyond the writ jurisdiction of this court," the bench added.

It, however, asked the Centre and authorities concerned to treat the petition as a representation and said, "If any actions are required to be taken to mitigate the grievances pointed out, the same may be taken."
The bench disposed of the petition observing that the same was filed without making a single representation to the authorities.
The plea by an ex-serviceman had sought the facility of uploading educational/official documents on the centralised websites through logging in so as to avoid forgery and malpractices.

Petitioner Puran Chand Arya had sought direction to the Ministry of Home Affairs, the Ministry of Personnel, Public Grievances and Pension and others to make two centralised websites -- one for listing college entrance examinations and the other for listing all government/public sector undertaking (PSU) jobs.

"It should be compulsory for all universities/central and state government departments/central and state PSUs to list their admissions/recruitment notifications on these websites.
"These centralised websites should allow an aspirant to create their 'Login ID and password', to upload educational documents, certificates, photographs, signatures and other documents for all current or future applications. These Login accounts may also be linked with the aspirants' Aadhaar card details," it had said.
It had further said, the educational bodies should send verified scanned copies of original mark sheets, degrees and other certificates of aspirants to their 'Centralised Login Account' on demand so as to minimise any scope of forgery and other malpractices.

The petitioner had also sought that admit cards and call letters be made available on the centralised portals so that aspirants can download them before the examination and late receipt of admit cards can be avoided.
