PIL in HC for centralised system for college admissions, jobs

A PIL has been filed in the Delhi High Court seeking a centralised system for notifying and applying for colleges and government jobs so as to make the application process accessible to all aspirants.
It also sought the facility of uploading educational/ official documents on the centralised websites through logging in so as to avoid forgery and malpractices.
A bench headed by Chief Justice G Rohini has fixed the plea for hearing on May 5.
A PIL filed by Pooran Chand Arya through advocate Abhishek Kumar Choudhary sought direction to the Ministry of Home Affairs, the Ministry of Personnel, Public Grievances and Pension and others to make two centralised websites -- one for listing college entrance examinations and the other for listing all government/public sector undertaking (PSU) jobs.

"It should be compulsory for all universities/central and state government departments/central and state PSUs to list their admissions/recruitment notifications on these websites.
"These centralised websites should allow an aspirant to create their 'Login ID and password', to upload educational documents, certificates, photographs, signatures and other documents for all current or future applications. These Login accounts may also be linked with the aspirants' Aadhaar card details," it said.

It further said, the educational bodies should send verified scanned copies of original mark sheets, degrees and other certificates of aspirants to their 'Centralised Login Account' on demand so as to minimise any scope of forgery and other malpractices.

"This will go a long way in preventing any malpractice, frauds, impersonation, forgery, dual identities etc as well as rejection of applications for various trivial technical reasons like illegibility, spelling mistakes, over-writing etc. Both of these websites should have a 'career counselling' facility also," it said.
It also sought that admit cards and call letters be made available on the centralised portals so that aspirants can download them before the examination and late receipt of admit cards can be avoided.
The plea sought direction to the Centre, states and Union territories to pay the poor/financially weak unemployed aspirants so that they can pay the examination fees for the government job examinations.

The government should formulate district level recruitment centre and encourage private organisations to take advantage of such centres in taking up the data of the job aspirants, and thus, help in absorbing of talent available locally, it added.
