PIL in Madras HC for quashing govt order

A PIL has been filed in the Madras High Court for quashing a state government order delineating 45 villages in Cuddalore and Nagapattinam districts under the proposed policy resolution for Petroleum, Chemicals, and Petrochemical Investment Regions as 'local planning area'.
The petition has been filed by G Sundararajan, managing trustee of 'Poovulagin Nanbargal', a registered public trust.
When the plea came up today before a division bench, comprising Justice T S Sivagnanam and Justice M Sundar, it issued notice to the Union government, Department of Chemicals and Petro Chemicals, Ministry of Chemicals and Fertilizers and the Secretary, Housing and Urban Development Department, returnable by four weeks.
The petitioner submitted that "The objectives of the policy resolution were among other things to make the country an important hub for both domestic and international markets by providing a transparent and investment friendly policy and facility regime under which integrated PCPIRs may be set up."
The state government order is "against Section 10 (1) (b) of the Tamil Nadu Town and Country Planning 1971 Act." as it does not even mention about consideration of objections/suggestions of the public,the petitioner submitted.
Stating that in the absence of consideration of objections of the public residing in the 45 villages in the two districts, the petitioner said that the order would be arbitrary and violative of Article 14 of the constitution and sought a direction for quashing it.
