Speaking during budget discussion on his department, Mukherjee said that the Left Front's neglect of rural Bengal was the reason of their fall from power.
The Trinamool Congress government is keen on rural development and is increasing the budget for panchayat and rural programmes every year.
The opposition Left Front and Congress staged a walkout during his speech.
Mukherjee said in 2018-19 the budget allocation for the department is Rs 19,174 crore, which is considerably higher than the current fiscal.
The minister said for the PHE department the budget was Rs 2865 crore for the next fiscal, significantly higher than the current fiscal.
Providing portable water to each village by 2020 was the state government's target and it was progressing well in the direction, he said.
The minister also said work for providing potable water is 50-60 per cent complete in the dry districts like Banjura and Purulia.
