Delhi Government will start its participatory budgeting exercise tomorrow in the Patparganj Assembly constituency of East Delhi and Chief Minister Arvind Kejriwal will chair the event.
The first round of budget consultation with public will be held in Patparganj, the Assembly constituency of Deputy Chief Minister Manish Sisodia. The same process will be followed in 11 other constituencies before tabling of the final budget in the Assembly in the first week of June.
The inaugural public meeting at Patparganj will be attended by cabinet ministers, MLAs whose constituencies have been chosen for participatory budgeting exercise, along with senior officials of government, Delhi Police and DDA.
The AAP government has decided to seek public opinion for the budget preparation to decentralise decision-making.
"Delhi has been divided in 12 segments and Rs 20 crore will be allotted to each. These segments will be further divided into 40 parts so each gets Rs 50 lakh," an official said.
According to the official, for the first two hours, voters will propose local issues to be taken up in their areas. Then in the last hour voting will take place on individual items and then work will be prioritised as per number of votes.
Capital intensive works will be taken up through departmental budgets, while small works up to the public meeting limits will be finalised in the meeting itself, official said.
For visitors a separate enclosure has been made at each venue so that they can watch the proceedings but will not participate either in processing or budgetary exercise.
"A separate enclosure has been provided for submission of grievances of the citizens which will be uploaded to the public grievance monitoring system (PGMS) of Delhi Government. Grievances box will be installed wherein citizens can drop their grievances," the official said.
