Rajesh Bagha, chairman of the commission, said the victim who had gone to the college to seek admission on July 6 was allegedly raped by a youth, who offered her a glass of juice while she was filling a form, an official release said here.
The youth committed the ghastly act after the girl became unconscious. The police did not initiate any action as the youth belonged to a well-off family, it said.
Bagha said he took notice of the incident from media reports.
