Put up clear-cut proposals to LG, Chief Sec tells bureaucrats

In a step towards improving the work culture and strengthening the administrative system, the Chief Secretary of Delhi government recently censured all the Secretaries and Principal Secretaries for "not taking adequate care" while putting up their files and proposals to the Lt Governor.
Coming down heavily on them, the Chief Secretary S K Srivastava told them to take the pain of recording notes clearly, stating that inadequate information and unclear views were resulting in delay in taking decisions or granting approval to certain projects.
"It has been observed that many files which have been sent to Finance, Planning, Law, Services, Administrative Reforms Departments do not contain clear views of the administrative Secretaries resulting in delay in decision making or granting approval.
"Secretaries need to take pain of recording notes clearly expressing their views on important issues rather than just forwarding the notes written sometimes by very junior officials who are not able to place full facts and views of the department in the matter. This tendency is not acceptable and needs to be stopped forthwith," said the Chief Secretary in a communique issued on May 22.
He further mentioned that there is a need to ensure that the proposals have clear decision points and they should give their recommendations rather than simply forwarding them.
"I, therefore, urge all principal secretaries and secretaries to pay personal attention to ensure that they themselves record their views on files which are being sent to the Departments as well as to me for approval or decision. I expect all will follow the above instructions meticulously and without fail," he said.
