The interior ministry said the crash occurred early today near the city of Ploiesti, some 60 kilometres north of Bucharest.
The bus was carrying commuters from a village to Ploiesti. Officials said the collision dislodged 40 tons of sand into the bus, partially crushing the vehicle.
Madalin Ipatie, of the regional ambulance service, said the sand poured over the passengers and one woman had to be sedated due to shock.
Hours later, firefighters could be seen shoveling out sand from the wreckage of the bus.
Dozens of firefighters joined medical staff and police in the in the rescue operation. Eight ambulances took the injured to a hospital in Ploiesti.
Officials said there were no marks of braking on the road. An investigation is underway.
