Mohit Kumar, a Delhi Police constable and Jai Karan Singh, a property dealer in Meerut have been arrested.
Police said Mohit went on leave from June 27 to organise the cheating.
The organised gang was busted on June 30 by the crime branch of Delhi Police, and six candidates including two accused Robin and Sunny were arrested in the case.
Their interrogation led police to Jai Karan.
Karan told police that he used to provide answer keys of various competitive examinations held for government postings through his associate Vikas, a resident of Muzzafarnagar.
Karan had taken Rs 70,000 from him for arranging the answer keys but failed to arrange the same and assured Robin that he will arrange it for the RPF exam in lieu of the amount already paid.
Meanwhile, another arrested accused, Sunny revealed that he had received the answer keys through a mobile phone which was then traced to constable Mohit.
Mohit confessed his involvement in the crime and the mobile phones used in its commission were recovered from his possession.
