Navin, who was working for a Hindi daily, was shot dead on November 30, 2017 by unidentified assailants near the Nagar Palika market in Billhaur, 60 km from Kanpur.
He was sprayed with bullets when he came out of a public toilet.
"Police has failed to crack the case so far," the slain journalist's brother Nitin Gupta said, adding the case should be handed over to the CBI.
He also alleged that the perpetrators were "roaming freely".
Nitin Gupta also demanded a government job for a family member.
