At a meeting held among the chief secretary and various other secretaries on the trans-location, it was decided that the deadline was not negotiable, the sources said.
The meeting formed two committees of seven members each, one of which would look after the shifting process and the other would oversee the preparations at the HRBC building for making it ready for occupancy by the deadline.
The meeting was also attended by officials of HRBC, CESC, BSNL, Howrah City Police Commissioner and District Magistrate.
Two days ago, Chief Minister Mamata Banerjee announced temporary shift of the state secretariat from the iconic Writers' Buildings to an unoccupied 14-storied HRBC building across the Hooghly for facilitating renovation of the colonial edifice.
