Makkar had come here to participate in a nagar kirtan procession on the concluding day of Shaheedi Jor Mela, SGPC officials said.
When Makkar began his address at Gurdwara Jyoti Swarup, where the procession concluded, devotees heckled him by raising slogans.
The SGPC chief could not complete his address.
It was for the second time in a week in Fatehgarh Sahib, where devotees interrupted Makkar during his address at the religious gathering.
Meanwhile, Akal Takht Jathedar Gyani Gurbachan Singh and other Takht Jathedars who participated in the procession did not deliver their address as they used to earlier.
