"The one immediate thing that the government can do is to declare a national emergency mission for the next two months where MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) is used liberally used all over the country for without any limitation of funds only and exclusively for water conservation, like for improvement of ponds and reservoirs.
"The entire legal and administrative structure of drought management needed unification and sensitization so that drought relief is understood as duty and not charity," he said.
Yadav also stressed that the Crop Loss Compensation and the recent Crop Insurance should be merged into one scheme which is universal and covers every single farmer, every kind of damage in all seasons and provides adequate fallback for the farmers.

Member of National Co-ordination Committee of Swaraj Abhiyan Prashant Bhushan gave a presentation on the important issues raised in the PIL filed by Swaraj Abhiyan before the Supreme Court, praying for direction on the Central Government and 12 State Governments to immediately provide relief in accordance with the Manual of Drought Management.
"There is also a national Disaster management Act under which authorities need to be formed and finances need to be allocated. Government announced the biggest financial allocation for drought but no body followed the manual formulated by centre government," he said.
Swaraj Abhiyan, Yadav said will do a rapid assessment of some of the crisis hotspots of the current drought and come out with a report. Also, it take out a Yatra from Latur in Maharashtra to Laporiya in Rajasthan via Bundelkhand from May 21 to May 30.
