"It has been observed that despite clear directions with regard to lodging of prisoners under blood relation policy, proposals for transfer are being forwarded to Police headquarters in a mechanical manner," Additional IG (Prisons) Mukesh Prasad said in a recent circular to all jail superintendents.
Under the policy, if two brothers with their names starting with 'R' and 'S' are to be lodged in the jail, they are to be kept together in the prison where inmates with names starting with the latter alphabet are incarcerated.
