According to official sources, the tortoises in a cage was seized by the customs department during routine checking and two Chinese nationals arrested last night.
They said the consignment was brought to Bangkok from China.
The names of the arrested duo have not been disclosed and police investigation was on, they said.
The tortoises were brought for sale in the market and are valued at Rs 60 lakh, sources said.
