However, the Indian Police Service officers, who are undergoing training at the SVP National Police Academy, Hyderabad, will travel to Singapore for a similar training programme next week.
A Home Ministry official said the Academy has expressed its inability to bear the expenses for the Japan leg of the trip and hence decided to cancel it with government's nod.
The NPA was supposed to bear the cost of travel of the young officers and the Japanese authorities would have taken care of their food, accommodation and travel within that country.
The Japanese authorities are said to be unhappy with India's decision and reportedly lodged a complaint saying they have already made arrangement for the training of the IPS officers and other logistics.
